REGULAR MEETING OF THE

PANAMA CITY DOWNTOWN IMPROVEMENT BOARD

Wednesday, August 18, 2021 8:30 am

1.    Call to order

2.   Chairman/ Vice Chair Report – Nick reminds the group that this is his last meeting, Sean DePalma updates the group on McKenzie House and McKenzie Park.

3.  Approval of minutes – June and July meeting, motion made to accept three sets of minutes, June 9, June 12, and July 14.  All in favor, motion carries.

4.  Public Participation – public invited to speak about anything not already on the agenda, time per speaker limited to three minutes

5.  Financial Update – Mike Hays.  Update on Bank balances and FY21 budget income and spending. The group reviews the current financials and sums current status up that we are $30,000. Under budget in expenditures.  Also, the $100,000. Special project category has not been utilized so we are total underbudget about $130,000. For the year.

6.  Old Business –

      a.  FY 22 budget needing adjustment-  Mike reports that the newest figures from the County came in $10,000. Higher than the figure we used when drafting the budget.  After discussion about where to use those funds Nick made a motion to put those toward a management salary position.  Motion carries with all in favor. 

7.  New Business –

      a.  Reguest for assistance Halloween Events- Catherine makes motion to support the Halloween Event with $1,500. Sponsorship.  Motion carries with all in favor.

      b.  Request to use Gateway Park for a wedding ceremony on August 21st- Mike already gave permission, no board vote required.

8.  Committee Updates-Pam brought up the Map advertising with Carpe Diem and need to decide if we want to continue the ad.  Board decided to ask them to attend the next meeting to discuss.

9.  Administrative Update- Nick says he’s enjoyed his time served, Mike suggests we continue to use a subcontractor instead of a full time employee.

10.  Reminders / Calls to Action

                  a.  Next DIB meeting will be Wednesday, September 15 at Center for the Arts, 19 East 4th St. @8:30am
