REGULAR MEETING OF THE

PANAMA CITY DOWNTOWN IMPROVEMENT BOARD

Wednesday, June 1, 2022

1.     Call to order PRESENT ALLAN, ELIZABETH, MICHAEL, CATHERINE, ABSENT PAM, JENNIFER, BRENT

2.   Chairman’s report-CATHERINE UPDATED ALL ON CURRENT MAINTENANCE AND WORK PROJECTS

3.  Approval of minutes – May 4, 2022 meetingMOTION TO APPROVE MADE BY ALLAN, SECONDED BY ELIZABETH, PASSED UNANIMOUSLY

4.  Public Participation – public invited to speak about anything not already on the agenda, time per speaker limited to three minutesJAYSON FROM CENTER FOR THE ARTS SPOKE AND MADE REQUEST FOR ANNUAL SPONSORSHIP OF $2,500, PLUS SPONSORSHIP OF HALLOWEEN EVENT AT $5,000.  ALLAN MADE MOTION TO FUND BOTH, ELIZABETH SECONDED, BOARD APPROVED UNANIMOUSLY.

5.  Financial Update – Bank account balances, current budget update CATHERINE REPORTED MONEY MARKET BALANCE $286,790., CHECKING BALANCE $424.66

CATHERINE UPDATED BUDGET TO BE ABOUT 30% UTILIZED.

6.  Old Business – McKenzie House updates SEAN DEPALMA SAID NOTHING HAS BEEN DECIDED ABOUT FUTURE USE OF THE FACILITY AND URGED THE BOARD TO PUT A SPECIFIC PROPOSAL BEFORE THE CITY FOR THEIR CONSIDERATION. 

7.  New Business – consideration of funding different projects

        1.             art installation (Sarah Bailey email ideas)ARTIST STEVEN HARMON ATTENDED AND SPOKE ABOUT PROJECTS HE HAS BEEN COMMISSIONED TO DO IN OTHER COMMUNITIES.  SARAH BAILEY WANTS TO DO A BAT FOR HER LOCATION, AND CONTINUE THE CONVERSATION ABOUT ADDING OTHER INSTALLATIONS IN DOWNTOWN.

        2.             Shade sails and water fountain for skate park BOARD REVIEWED PROPOSAL PRESENTED BY CHANNON TO INSTALL SHADE SAILS, AFTER REVIEWING THE PROPOSAL BOARD AGREED TO SPEND UP TO $32,000 FOR INSTALLATION AT BOTH ENDS OF THE PARK.  CHANNON WILL SPEARHEAD THE PROJECT WITH THE HELP OF ELIZABETH MOORE FOR THE REQUIRED BID PROCESS.SEAN DEPALMA SAYS CITY WILL DO THE WATER FOUNTAIN.

        3.             McKenzie Park upgrades (fountain, landscaping, lighting) SSEAN DEPALMA REPORTS THAT THERE IS NOW FUNDING TO MAKE SOME IMPROVEMENTS.  BOARD AGREES TO WRITE HIM A LETTER WITH OUR WISH LIST FOR IMPROVEMENTS, 

        4.             Park Avenue street mural  ALLAN DESCRIBED A PROJECT THAT HAS ALREADY BEEN SHOWN TO PUBLIC WORKS FOR A MURAL ON THE ROADWAY, PARK AVENUE.  BOARD AGREES TO WRITE A LETTER IN SUPPORT OF THE PROJECT.

        5.             Franci with an EYE P3 CATHERINE INFORMS BOARD OF THIS PROJECT

        6.             Outdoor furniture for breezeway CATHERINE REMINDED THE BOARD OF THIS REQUEST

        7.             Participate with City for backflow preventor covers NOT DISCUSSED

        8.             Hire ambassadors to Saturday Market to hand out maps and bags NOT DISCUSSED

10.  Reminders / Calls to Action

                        a.  Next workshop meeting will be Wednesday June 15, 2022 location TBD

                        b.  Next Regular meeting will be Wednesday July 6, 8:30 am Center for the Arts
