REGULAR MEETING OF THE

PANAMA CITY DOWNTOWN IMPROVEMENT BOARD

Wednesday, May 4, 2022

1.     Call to order-ATTENDING- Catherine, Allan, Pam, Michael, Jennifer

ABSENT- Elizabeth, Brent

2.   Chairman’s report – no report

3.  Approval of minutes – April 6, 2022 meeting-motion by Jennifer, second by Allan, all approved

4.  Public Participation – public invited to speak about anything not already on the agenda

        Will Thompson asked to address the board about success of Songwriters Fest last year.  Reported growth 15-20%,his ask this year is $10,000.  Next event will be November 3,4,5,  Allan made motion to fund, Jennifer seconded, all approved.

5.  Financial Update – Bank account balances, current budget update-Catherine reported $283,000. In Savings, $2,000 in checking.

6.  Old Business

a.  Streetscape Update-Catherine reported on a meeting she had with city project managers and the contractor.  They offered a best guess timeline that put full completion at April 2023.  This conversation led into lengthy discussion of parking and Tim Whaler shared some of his expertise. 

b.  Parking Plans – Tim Whaler – Tim offered to write a letter to the City suggesting structure of a Parking Authority Board.  Board agreed that City needs to be more transparent with plans moving forward as it was just discovered that an agreement with company providing the kiosks already exists. 

c.  McKenzie House:  Catherine has a draft management agreement prepared,-  after discussion the board agreed that since the City has not shown any alternate plans for use of the asset that we should move forward by presenting it to the city for consideration.

Chef Andrew Carlo addressed all at last workshop meeting – no progress has been made between City and Chef

City met with contractors last week to look at repairing rotten wood.

7.  New Business – consider sharing cost of tables for breezeway with CRA – board was not purchase equipment that primarily serves one business.  No vote was taken, and alternatives are going to be looked at.

        a.  Next Workshop meeting is May 18, 4:00, location TBD                         

b.  Next meeting will be Wednesday June 1, 2022, 8:30 Center for the Arts
