REGULAR MEETING OF THE
PANAMA CITY DOWNTOWN IMPROVEMENT BOARD
Wednesday, February 1, 2023 , Panama City Center for the Arts

1. Call to order – 8:32 AM In attendance: Allan Branch, Catherine Shores, Jennifer Burg, Nate Taylor, Brent McCloud, Kevin Mitchell Absent: Elizabeth Moore
2. Chairman’s report – Catherine would like to see Gateway Park made into a Monarch butterfly garden to be used as an educational spot and for public art. DIB is in the process of researching different options to create and maintain.
3. Approval of minutes – January 4, 2023 meeting -Allan made motion to approve, Jennifer 2nd. All approved.
4. Public Participation –-Allan asked the board if they would like to pursue an entertainment district downtown that would allow for open container. Cole Davis, PCB attorney, has offered his services to help the city move forward with this. Allan will put him in touch with the DIB. Jennifer Vigil, with Destination PC, shared that Holi Festival of Colors will be the first weekend in March at Destination PC.
5. Financial Update – Bank account balances not reported, current budget discussed
6. Arts Update – Jayson Kretzer updated the crosswalk project. One completed at Luverne/4th. 2nd one being done in February at Beach Dr./Park Ave. with a total of 10 being completed this year. Jayson requested $5000 from the DIB to sponsor FLLUXE. Total event is $40,000. The event will be moved back to the Center for the Arts parking lot and 4th St. and Luverne will be shut down. Kevin made motion to give $5000 to sponsor the event. Jennifer 2nd. All approved.
7. Old Business –
a. Grace Avenue parking lots -Catherine gave update that the city is taking the lead on redoing the Grace Ave. parking lots. They are working on cost and will be coming to the board for an ask of money to complete the DIB portion.
8. New Business –
a. Marketing proposals from Beach TV, PC & PCB maps, and WJHG – The board was provided with proposals from Beach TV, PC & PCB maps, WJHG, Wewa Films, Three Part Films, Boo Media, and Justin Thompson. Jennifer Vigil shared that the CRA, in the past, funded marketing in the maps for Historical Downtown PC and St. Andrews. CRA stopped funding. Destination PC currently spends about $20,000 in the maps to help promote downtown. No motion was made to move forward with the map. Allan made a motion to increase the DIB marketing budget to $15,000. Kevin 2nd. All approved.
b. Request from Bay Dental Center, 45 E. Beach Drive, for an easement within Beach Drive Parking lot, for placement of support pillars for second story addition to their building. Allan made a motion to grant a 2 ft. easement and if more was needed, Bay Dental would have to come back to the board. Kevin 2nd. All approved.
9. Administrative Update
a. Sale of storage container
b. Possible office at City Hall – Grey Dodge updated that it is still pending.

a. Next meeting will be Wednesday, March 1st, 2023
b. Next Workshop meeting will be Wednesday, February 15, 2023
