REGULAR MEETING OF THE

PANAMA CITY DOWNTOWN IMPROVEMENT BOARD

Wednesday, March 1, 2023

1.     Call to order at 8:35 AM Catherine Shores, Nate Taylor, Elizabeth Moore, and Allan Branch were in attendance.  Jennifer Burg, Brent McLoud, and Kevin Mitchell absent

 

2.     Changes/Deletions to the Agenda – 8, 9d, 9e and 11b

3.   Chairman’s report – Catherine gave update on Feb. Workshop meeting with Visit Florida. Meeting with Living Interiors to add plants to Gateway Park and Breezeway by Millie’s.

4.   Approval of minutes – February 1, 2023 meeting. Allan made motion. Nate 2nd .  Approved.

5.   Public Participation – public invited to speak about anything not already on the agenda.  Jennifer Vigil shared that there would be no 4th of July parade this year.  Instead, will be an all-day festival.  Starts at 9 AM.  Fireworks at 9 PM.  Last Sat. in Sept will be Oktoberfest on Harrison, Friday will be beer tasting at Destination PC. 

6.  Financial Update – Bank account balances $370,215 Sav. $9498 Checking, current budget update

7.  Arts Update – 2nd crosswalk has been finished.  3rd going down in March.  Location changed to Oak and Park Ave.  FLLUXE is March 3 & 4.  Shirts for sale for $10.  Bay Arts working with History Class and Aaron Rich on May 4th event

8.  Old Business – Turf Grass in beds of Martin Theatre parking lot.  Additional $3200 needed to complete.  Nate made motion. Allan 2nd.  All approved

9.  New Business –

      a.  House of Henry requests $4000 in sponsorship of their stage and sound system for St. Patrick’s Day 2023.  Elizabeth made motion.  Allan 2nd.  All approved.

      b.  Open Container District in downtown PC – Allan suggested having workshop to discuss with downtown businesses.  Catherine suggested using $2000 already approved at prior meeting for legal to be used to get more information from attorney to move forward.

      c.  Temporary skate spot on Magnolia Ave. – Allan is going to find out if Chapmen’s would be interested in renting to DIB and how insurance would be covered. 

      d.  Symphony request for May 4th.  Allan requested May 4 committee work with HS Band to see if they could do the music.  Allan is going to look into.

      e.  String Lights in trees by Martin Theatre lot – Allan made motion to spend $1000 for lights.  Nate 2nd.  Approved

10.  Administrative Update

      a.  Gateway Park Cameras – Up and running

      b.  Martin Theatre parking lot – covered in #8

11.  Reminders / Calls to Action

      a.  Next meeting will be Wednesday, April 5th, 2023 at 8:30 AM

      b.  Next Workshop meeting will be Wednesday, March 15th, 2023 – changed to March 22nd @ 4:30 PM.  Location TBD.  Requested topic:  McKenzie Park.  Jenna Haligas is going to provide to the DIB what the city is planning to do with the park and their budget prior to meeting.
