  • A social district is a defined outdoor area where alcoholic beverages, sold by an establishment licensed for the sale of alcoholic beverages for on-premises consumption, may be consumed.

  • Downtown Panama City’s Social District will begin on Friday, December 1, 2023.

  • The days and hours of operation for this social district shall be daily, from 10:00 a.m. to 10:00 p.m.

  • No. Alcoholic beverages must be sold by a licensed premises located within the Social District. No personal beer, wine, or liquor can be brought into the social district.

  • No. Cups should be disposed of in a nearby receptacle prior to exiting the Social District.

  • No. No person shall possess an alcoholic beverage while driving a vehicle. Open containers of alcohol are also prohibited in the passenger area of any vehicle while on the right-of-way within a Social District.

  • Participating businesses will have window clings displayed to identify that they have opted into the social district.

  • A single patron cannot be sold or delivered more than two alcoholic beverage drinks at one time.

  • Yes, alcoholic beverages are not permitted in any public park unless permitted as a Special Event and any vacant property without express permission of the property owner.

  • Yes, the Downtown Farmers Market in McKenzie and Gateway Park is a permitted event that occurs every Saturday from 8 a.m. – 1 p.m.

  • Local law enforcement have jurisdiction over the Social District.

  • Signage will be placed at the boundaries of the Downtown Panama City Social District. Alcohol is not permitted beyond the Social District boundaries.

  • Individuals who leave the Social District with an alcoholic beverage can be criminally charged.

  • All businesses located within the social district have the option to opt-out of the district. Signage indicating whether you are a participant in the social district or not will be provided by the Downtown Improvement Board.

  • The city has authorized the use of a transparent 16 oz cup, supplied by the bar or restaurant, featuring a social district sticker provided by the Downtown Improvement Board.

What are the rules for the Downtown Panama City Social District?

Steps

  1. Purchase an alcoholic drink at a designated establishment and if leaving the establishment, make sure the beverage is in a specially marked cup.

  2. Drink and stroll along the sidewalks and in participating retail shops within the social district boundaries.

  3. Alcoholic beverages CANNOT be brought from one liquor-permitted bar/restaurant to another establishment that serves alcohol.

You Can…

  • Purchase an alcoholic beverage at an authorized location and enjoy it while strolling within the Downtown Panama City social district boundaries.  The drink must be in a designated cup.

  • Sip and Shop!  You are welcome to take a drink into an establishment that does not have a liquor license.  A business owner/operator who does not permit drinks will display such signage.

  • Dispose of your cup properly when you finish.  Help keep Historic Downtown Panama City clean!

  • Have fun while respecting that not all individuals within the boundaries of the district are drinking.

  • Always maintain a family-friendly environment.

You Cannot…

  • Bring your own alcoholic beverages into the social district.

  • Walk around with an alcoholic drink not in a designated cup.  No cans or glass permitted.

  • Possess a beverage in the social district outside of permitted times.

  • Possess a beverage on vacant land or parks unless part of a permitted event (Ex. Saturday Farmers Market in McKenzie).

  • Take a beverage purchased from one liquor permitted establishment, into another liquor permitted establishment.  You must dispose of your previously purchased beverage before entering another liquor permitted establishment or non-participating retail establishment.
