REGULAR MEETING OF THE

PANAMA CITY DOWNTOWN IMPROVEMENT BOARD

Wednesday, November 2, 2022 8:30 am

1.   Call to order - 8:33 AM Present: Catherine, Allan, Jennifer, Kevin, Elizabeth

2.   Chairman’s report - Meet Maria Williams

3.  Approval of minutes – October 5, 2022 meeting - Allen made otion to accept/2nd by Kevin

4.  Public Participation – public invited to speak about anything not already on the agenda- Recap of the Farmers Market/Fall Fest/Trunk or Treat. Very successful event. Concerns about lack of communication between City and downtown merchants.

5.  Financial Update – Bank account balances Checking $1,370, Savings $302,277.

6.  Old Business –

a. Parking discussion - no overnight parking for Beach Drive lot

b. Carriage ride discussion - Route, cost, volunteers - Dates/times scheduled: Nov19 10-1, Nov. 25 & 26 1 - 4, Dec. 9 & 16 5 - 8 pm, Dec. 10 & 17 1 - 4 pm

7.  New Business –

a.         Acceptance of bid for Shade Sail Project at Skate Park- 2 bids received. Opened 10/31 @ 2 pm with Catherine Shores and Maria Williams present. Bids received from We Can Shade It and Emerald Coast Shade Sails, Inc. Elizabeth made motion to approve Emerald Coast Shade Sails, Inc. Allan 2nd. all approved.

      b.         Public Art Project - Jennifer made motion to approve $25,000 per year for 3 years for the public art project with Downtown Center for the Arts. Allan 2nd. All approved.

c. Downtown Security - Kevin made motion to approve $2000 for an attorney to create an information book for downtown businesses to know what code violations they can call the police with to help with the homeless situation downtown. Allan 2nd. Jenner and Catherine approved. Elizabeth - Ney

d. Christmas Downtown - lighting proposal, other decorating - not discussed

e. Grant for online facelift offered to downtown businesses - idea presented. Will look into in the future.

f. Parking lot maintenance - not discussed

8.  Administrative Update –

a. Financial Form 1 sent to all - reminded board members to please complete

b. Complete City of PC demographic data sheet - completed

9.  Reminders / Calls to Action

        a.  Next meeting will be Workshop Wednesday, November 16, 5:30pm location tbd,

b. Merchant Holiday Get together, Center for the Arts. December 1, 6 - 8 PM

c. Next Regular meeting will be December 7, 2022
